You are not logged in.
When downloading something from filefactory or similar what happens is that when you complete the name of the file is changed when you complete it, but there is a problem of permissions between the browser and the system when executing that name change, if someone can do the test with a small file.
In debian testing it also happened to me.

Could you be more clear stating your problem? I'm not sure I understand the process you are using.
Could you give a link to a problem file for testing (or does it require a log-in?).

I downloaded the file (@ 50KB/s ) to my ~/Downloads, and renamed it without any problem.
I understand that English isn't your language, but I'm still not sure what your problem is. How is the browser involved in a name change?

^Me too ... the download has been slow as well, but all files have my permissions, and I can do whatever I want with them (rename, delete, move, edit ...).
@OP: how are you downloading the file? Did you by any chance (and mistake) start your browser as root? Are you doing it on Linux at all, or on MS Windows?
Postpone all your duties; if you die, you won't have to do them ..

However, I tested it; the files during download and their permissions:

I don't see any strange permissions here. Both files, rar.part and .rar are accessible by user (someusername = user who started firefox). And all extracted files have username:username permissions.
@OP: did you wait until file (*.rar) is fully downloaded?

the error happens to me with Chromium install Firefox and it seems to work. I have to try Chrome.

I have tried Chrome and ok, it seems that the problem is from the stable version of Chromium, in Xubuntu Chromiun works well.
In the end I discovered that it was, thanks to that you had commented about Firefox and the tests with the 3 browsers.
