What does unknown mean here?

I think apt produces the same status info as dpkg

$ dpkg --list tint2
Desired=Unknown/Install/Remove/Purge/Hold
.....

The Debian package FAQ (Section 7.11), says

7.11 What is meant by unknown, install, remove, purge and hold in the package status?
unknown - the user has never indicated whether he wants the package

'man apt' looks like a work in progress. It says nothing about the -a option for list, for example, while -a=architecture is mentioned...

I'm with pvsage on the "unknown" interpretation.
