I think apt produces the same status info as dpkg
$ dpkg --list tint2
Desired=Unknown/Install/Remove/Purge/Hold
.....
The Debian package FAQ (Section 7.11), says
7.11 What is meant by unknown, install, remove, purge and hold in the package status?
unknown - the user has never indicated whether he wants the package

...whereas to me it looks like APT doesn't know how the build in our repo relates to the Debian release structure.
@Bruce: What do you get from `apt-cache policy tint2`? (I'm not on BL right now and might not have time to check myself before heading to work.)

'man apt' looks like a work in progress. It says nothing about the -a option for list, for example, while -a=architecture is mentioned...
I'm with pvsage on the "unknown" interpretation.
