Well that output was from a fresh, un-modified BL system so something's clearly gone wrong with your installation.
Does the bl-exit dialogue box work?

Okay! So you all (there was never any doubt) are right. On my BunsenLabs set up that I have on my personal computer (which is the more traditional B.L install) does include policykit-1. This personal setup of mine runs openbox, with lightdm in an xserver env. So I suppose that during my install of the work laptop (the one without polkit and any X environment) caused a pretty funky, minimalistic version to be installed. Odd though I used the same exact disc for both, but for the laptop I just to go with a minimal install. No graphical env. So I suppose policykit-1 sort of requires X then? Or at least a Desktop environment?

Not really, I am pretty sure it comes with the standard option, meaning you don't really need a DE or WM, just the standard additional tools installed. I don't think systemd depends on policykit-1 but they are for sure designed to work together. As @HoaS pointed out, it is not required outside of a multi-user environment but it can make some things nicer and more stream-lined in a WM or DE. I suppose for general computing it boils down to personal taste.

Not at all, no.

EDIT: Although the reverse is true -- DEs list some form of polkit authentication agent as a dependency.
