Is it an Openbox or an Xfce4 thing?

Either.
Both Xfce4 and Openbox have switch desktop with mouse wheel enabled by default.
If you're running Xfce4 go into Settings -> Window Manager Tweaks and there is a box you can uncheck.
In Openbox it will be in the mousebind settings of the rc.xml. I don't think you can set that with obconf.
I am assuming this is scrolling on the desktop not the taskbar.

Yes. Every time I accidentally scroll on the desktop the workspace changes
I thnk I'm using Openbox. Or at least I'm using the Bunsenlabs session

I'm not certain what the relevant lines in the rc.xml file are. Can it be safely deleted without compromising the DE?
I'd rather have no mousebinds than an annoying one

Make a backup of your rc.xml file first.
Then you can comment out (or delete) the relevant line.

In the <mouse> section of your rc.xml you will see this:
<context name="Desktop">that is mouse actions on the desktop. Up/Down refers to the scroll wheel.
Comment out the section that has all the <action name="GoToDesktop"> entries.
Leave the rest; those are focus rules etc ...

I saw the post and looked it up before reading to the end.
The exact lines to remove or comment out are:
<mousebind button="Up" action="Click">
<action name="GoToDesktop">
<to>previous</to>
</action>
</mousebind>
<mousebind button="Down" action="Click">
<action name="GoToDesktop">
<to>next</to>
</action>
</mousebind> I left the [alt] and [ctrl]+[alt]+scroll up/scroll down active
<!--
<mousebind button="Up" action="Click">
<action name="GoToDesktop">
<to>previous</to>
</action>
</mousebind>
<mousebind button="Down" action="Click">
<action name="GoToDesktop">
<to>next</to>
</action>
</mousebind>
-->
<mousebind button="A-Up" action="Click">
<action name="GoToDesktop">
<to>previous</to>
</action>
</mousebind>
<mousebind button="A-Down" action="Click">
<action name="GoToDesktop">
<to>next</to>
</action>
</mousebind>
<mousebind button="C-A-Up" action="Click">
<action name="GoToDesktop">
<to>previous</to>
</action>
</mousebind>
<mousebind button="C-A-Down" action="Click">
<action name="GoToDesktop">
<to>next</to>
</action>

^ Excellent.
Good to point out that commenting out code in xml format is the
<!--
-->
pair and not just a "#" like a plain text file.
You must unlearn what you have learned.

STOP STOP STOP STOP STOP!!!
It's an openbox/BL thing with a simple fix...
https://forums.bunsenlabs.org/viewtopic.php?id=3426
So search your rc.xml for '<context name="Desktop">' under the mouse section and remove or comment out these lines...
<mousebind button="Up" action="Click">
<action name="DesktopPrevious"/>
</mousebind>
<mousebind button="Down" action="Click">
<action name="DesktopNext"/>
</mousebind>
-edit- The formatting has changed since Hydrogen (this is a very old issue) see further down in the crossed out link above, or just see @Sector11's post above. /edit
Then reconfigure openbox via the main menu or logout/login.
Editing the "I Don't Know Why bit of the subject title. If you knew why you wouldn't need help.
-edit- Sorry, @Sector11! I saw the first couple of posts and blew past yours to prevent anyone from deleting rc.xml. Delete it?!!!??? That's just crazy talk! @MarkW, thanks for reminding us about this annoyance.

Thare ya go apologising for helping again. ![]()
It's OK.
Also it seems that it's a standard to have it enabled.
I have no problem with either the:
» [Alt]+roll up/down
» [Ctrl]+[Alt]+roll up/down
being active - useful at times. But a simple "OPPS" I rolled the wheel, again
, changing desktops has annoyed me for a long time.
I'm use to clicking on the wheel to get my desktops
Now I'm embarrassed that it's been discussed and I missed it. I guess because while it's annoying at times, I got use to it over the last 19 years using OB

I ALMOST used ## but looking near the top of my rc.xml I saw:
<titleLayout>LIMC</titleLayout>
<!--
<titleLayout>DSLIMC</titleLayout> ←← OLD
available characters are NDSLIMC, each can occur ONLY once.
N: window icon
D: omnipresent (on all desktops).
S: shade (roll up/down)
L: window label (AKA title).
I: iconify
M: maximize
C: close
-->and that cleared that up.
And I checked things out at: https://openbox.org/ which is our friend.
