In respect of the thread title, the Debian wiki has a guide for building Debian packages from PPA sources:

I've had success using the openSUSE Build Service to build Debian packages from PPA source as well: just drop the .dsc, .orig.tar.gz & debian.tar.gz into the OBS repository and they frequently build with no modifications.

Unfortunately I've had to admit defeat in my attempts to get Regolith working; the latest version appears to be broken and I couldn't find a way to copy over the files from a working, but old, Regolith installation to the incomplete, Mint one.

A further failed attempt to install Regolith in a Ubuntu-based distro (Pop!Os alpha) and get it running further supports my susbicion that Rogolith is broken now. I may try it in an earlier version of Ubuntu LTS (22.04 or 20.04).
