There's no such package as xfce4-network-manager.
I wonder what you're confusing it with?

@MarkW - you mean the the application in the system tray that allows the user to select the wireless network? If so, make sure nm-applet is in your autostart file.

In fact, just installing the applet should put a file in /etc/xdg/autostart/ so it autostarts by itself.

The package only appears from Trixie. It was probably split off from network-manager:
