It would help if you explained what package/deb you are trying to install.
libpng12-0 is only available in sid, so it is not possible to install it in BL.

As I said, that dependency can't be installed in BL: libpng12-0
FYI it is useful when asking for help to explain exactly what you have tried; and provide links, otherwise you are expecting people to spend time searching for them.

I don't know any gens.
A package search
apt search sega game
returns a few choices.
How about
dgen
mednafen
osmose-emulator
Most notably that last one I'd say.

Yuo downloaded from https://segaretro.org/Gens/GS?
They dont have any deb for Debian, only for Ubuntu. Debian and Ubuntu are not binary compatible (Sometimes they can be..)
You probabley have to download source and compile.
No information about debian in their forum?

@pnotz17
Heed the warnings on the website and in the bl-welcome script! Remember that you had to enter "I understand", to say you are aware of the risk of system breakage if you use non-Debian or non-Stable sources.
Using ubuntu sources and ppa's is a good way of breaking your Debian system
