Replace tint2 with xfce4-panel

This is a semi-rant, and not something I'm really suggesting for Lithium unless it gains real traction here. That said...

xfce4-panel is stand-alone, there are no "recommended" packages.

xfce4-panel is light, about the same as tint2.

xfce4-panel is configurable, you can place it on any edge, you can add and remove widgets, you can add additional panels, all through a fairly simple GUI.

tint2 is great, tint2 is super cool for a stand alone setup. For a beginner, tint2 is a bit of a nightmare. Change GTK themes with xfce4-panel set to inherit the theme, profit. Change themes with tint2, time to tweak a fairly complicated text file.
