dist-upgrade when to use [SOLVED]

I am new to BL but been using Linux for a while

But as I come from WIndows world, I do not " master my craft " yet (Linux)

I often do sudo apt update and upgrade

But would like to know if dist-upgrade is necessary, when and how to do it and what more will it upgrade ( some specific BL packages/apps is what I would guess ?)

Any best practices recommendations will be appreciated

I am using Lithium

Note 1:  I did search the forum but " there is so many posts with dist-upgrade " LOL
Note 2 : as for the actual kernel version, I suppose I should stick to it if everything is working well ?
