Hi,
I use a thinkpad laptop and i have some issues, if it's powered by the battery every time i open a program or try to write something in the terminal it takes about one second to respond to the command and the fan or may be the hard disk make some noise, but this doesn't happen if it's plugged.
I'm using Deuterium with the stretch repos and kernel 4.9.0-5-amd64.

Then try doing what you did before. Do you observe the same delay?
I don't have the delay with the disk in standby.

Every time you open a program on battery? How about if you close and reopen the same program twice quickly, so the data is still in RAM? The HD standby won't come into play, then, and will be a telltale that that is the issue.

The second time i open the program it appears instantly.
