Now when I attempt to boot into my BL-Unstable instance partition, I get the following:
I'm not seeing anything that got updated that could be causing this. I'm hoping someone else may be able to spot something.
The python3-cairo pkg did not get updated, although I don't think that is the issue...or is it?

Hmmm... that looks broken — well done!
I think the usual tactic when this happens with sid is to restore your backup then wait a few days before upgrading again.
Personally, I would take a snapshot of the pre-upgrade system and then boot into that to perform the upgrade to check if it all works but I'm guessing you don't use btrfs.
If you can't restore your backup then you can use our "live" ISO image to access the journal on your sid system:

Thanks! Since I dual-boot Hydrogen and BL tracking Unstable, I should be able to access the Unstable partition from the Hydrogen partition.
There is a b3 version of python3-cairo in sid now, looks like it may be fixed.
Thing is, is that the issue? The old version should still be working, so unless the old version conflicts with something that was upgraded, it shouldn't be an issue AFAIK.
I also run BL tracking Unstable on my laptop and I have no issues there and have even upgraded that as recently as yesterday.

I started doing that a LONG time ago. Now I just need to reinstall /root and reuse home.

@Sector11: No, I don't keep $HOME on a separate partition. Even if you do that, it's still a lot of work to reinstall and remove packages. I guess maybe I need to start getting in the habit of creating backups before performing full-upgrades on my Unstable instances. Thing is, you may miss a learning opportunity by just re-installing instead of trying to figure out what the issue is and fixing it.

Well to each their own, I have an "ainstall" (auto install) that installs everything I want and an "aremv" (auto autoremove --purge) alias as well.
So I install, /root - use ~/home
1. run:
$ alias up2
alias up2='sudo apt-get update && sudo apt-get dist-upgrade --no-install-recommends'
2. run
$ alias aremv
alias aremv='sudo apt-get autoremove --purge'
with anything I do not want (should make a list and a script like the next one)
2. run a bash script in ~/bin/ainstall
#!/bin/bash
echo 'apt get is about to install -- THE list! ---'
sudo apt-get install --no-install-recommends abcde ack-grep {snip} xarchiver xfburn xml2 yad &&
exit 0
Even if the stuff is installed by BL, that script works perfect.

One other think; did you install "apt-listbugs" with your system?

I've tried installing multiple packages manually in the past and sometimes have run into issues doing so. That is why I've never really looked into scripting my installs on a new system. I suppose you could code around issues though.

Yes, it's one of the first packages I install, even on my stable instance since I cherry pick from the Backports repo. There were no bug reports when I performed a full-upgrade on 06/30/2017. Although apt-listbugs is only useful if someone has filed a bug report.

Interesting I've never has a problem with my "ainstall" script. -=Never=- I have another one I use too, not surprisingly called "aainstall" (after-ainstall)

I don't think the python3-cairo package is the issue. At least under Hydrogen, following is the dependency tree for the package:

Did you forget something? I currently have nothing under /run and no /var/log/journal folder either. I've followed your suggestion in the link I referenced to enable persistence. Will boot again and see what happens.
I'm regretting not posting all this under the Help & Support (Other) forum so the issue would be its own thread.

I mounted my BL-Unstable partition under BL-Hydrogen and attempted to read the system.journal file, but keep getting:
No journal files were found.
I've used the following commands to attempt to read the file:
sudo journalctl -D /media/[username]/bl-unstable/var/log/journal/
sudo journalctl -D /media/[username]/bl-unstable/var/log/journal/[machine-id]/
I've also tried:
sudo journalctl --file /media/[username]/bl-unstable/var/log/journal/[machine-id]/system.journal
which returns
Failed to open...Protocol not supported

^ I did that procedure already. Before enabling persistent journaling, there was no /var/log/journal folder. I can see the system.journal file (8 MB in size), but for some reason, journalctl is not able to see it or read it.

First, the ability to use strings stems from a mere coincidence in that journald does not compress small (below 64KiB in current implementation) fields. This is not a supported way to read journals, and in the archwiki it really should be marked as such. It is more of a last-ditch recovery method.

I think this is happening because of the post-freeze package flood, probably best to wait it out for a bit and periodically attempt a `dist-upgrade` from the chroot until it starts working again.

^ Yeah, I saw that post. IME, the post-freeze package flood usually results in a bunch of packages to be removed that doesn't make sense. There were no packages to be removed when I apt full-upgraded on 06/30/2017.
