Actually, can we also please see the full content of the file at /etc/default/locale?
Again, a working and non-working comparison would be useful and if the files are different then try duplicating the content from the working machine on the non-working machine.

didn't change a thing.
LANG=pl_PL.UTF-8
on both at /etc/default/locale
Comment: '# File generated by update-locale' on the working one doesn't count, I guess.
