I am using a Lenovo ThinkPad SL410. Most of the time when I shutdown, it works properly and the laptop turns off. Sometimes it goes to a blank screen with a blinking cursor and does nothing.

i will assume that you installed bunsenlabs the usual way.
anything stick out during installation?
in any case it is very difficult to say anything about the matter without real information(*).
also the "sometimes" will make it difficult to troubleshoot this...

Have you tried using this kernel command line parameter:
acpi=force

I have added this. I'll comment again here to let you know if it works or not.

I apologise that this reply is anecdotal but it is difficult to be certain when dealing with intermittent effects.
Observations: Using laptop (hp255) with wired ethernet no problems, with wireless sometimes hangs a few minutes then closes sometimes hangs as OP describes.
Speculation: Power off involves shutting network links but if wifi has already shut down this cannot happen hence the hang? Evidence for this? When I use my 5Ghz wifi dongle the light goes out immediately on triggering power off.
Apology: It hasn't been sufficiently irksome for me to invest the time to investigate systematically!
