fortune looks for fortunes in one (!) certain folder.
on debian systems, it is /usr/share/games/fortunes, on my archlinux it is /usr/share/fortune...

I have a local fortune script (the #! cb-fortune with tweaked config) and it calls fortune with 'fortune $HOME/.fortunes' which works. $HOME/.fortunes contains fortune and fortune.dat files. 'man fortune' seems to confirm that you can give it any directory to look in.

fortune build

from the git repo's root.
