Hey everyone. So I ran through another VM install, and I'm not sure if this is by design or not. If this is by design, let me know to hush up. But when I initially installed, I switched to ctl + alt + f2's TTY. I did the first login there instead of through LightDM. And alas, no automatic bl-welcome script.
Obviously as we all know that when logging into the TTY7 (The openbox gui session) for the very first time, we're given the bl-welcome script to help us initialize/customize our initial setup. From what I've seen, logging in first through a TTY this doesn't happen. You can however lauch it manually, and it works, but it sort of negates the idea of it, for new users who wish to be prompted or don't know of it's existence.

you have by now accumulated enough knowledge to answer at least part of the question yourself:
how does bl-welcome get started?
you will find that the file responsible (executing bl-welcome) will not be executed on a non-graphical session.

Actually, if your first login is via a tty and not via an X-session by way of LightDm then you won't have any kind of BunsenLabs user setup.

I thought the contents of /usr/share/bunsen/skel were populated to ~/ by the installer. If they are, would moving bl-welcome to ~/.bashrc be an option?

Actually, no, this happens the first time a user logs in, via LightDm. This way, users added after installation get their BL setups too.
