what controls how much space is allotted on window edges for grabbing with mouse
some windows (terminator for example) require me to have surgeon like skills to get a window resized
while others have a (designated?) area for clicking and even provide a different pointer when in that area (adie for example)
i realize that's program specific, but is there some other place to adjust that will help hangover induced fumble fingers to resize a window

Which window manager are you using?
Set up some key bindings to handle resize and move operations (you may already have some by default). For openbox and fluxbox, usually Alt+Button3 (Right Click) anywhere on the window will allow you to resize it by dragging the mouse cursor.
Alt+Left Click should allow you to move the window by dragging the mouse cursor.
