How Do I Overwrite The Root Partition Only?

Without overwriting the entire disk using the Calamares installer (which is what i assume Debian/BL uses)?

Debian uses it's own installer.

At the partition disk stage there should be option not to format the partition (create the filesystem) but you can still specify the mount point.

Back up your data first just to be safe.
