This has fixed the mute/unmute bug for me, I'm interested to see if it solves anyone else's problems with pulseaudio on BunsenLabs.
In a terminal...
sudo apt-get install --no-install-recommends mate-control-center mate-notification-daemon
Add the following line to your ~/.config/openbox/autostart file...
mate-settings-daemon &
Logout, your GTK themes should be set to fugly Raleigh. Good, go ahead and remove lxappearance, xfce4-notifyd and xfce4-volumed...
sudo apt purge lxappearance xfce4-notifyd xfce4-volumed && sudo apt-get --purge autoremove
Comment out the xfce4-volumed entry in ~/.config openbox autostart.
Logout. Enjoy perfect pulseaudio configuration (fingers crossed, please post if you try this. You might catch a typo or outright insanity or something).
Configure by opening gmrun (Alt+F2) and entering mate-control-center. The Appearance tab is funky because Openbox is still managing windows and mate-desktop is not running (so nitrogen is still setting the wallpaper), but you can figure it out. GUIs for keyboard shortcuts and mouse/touchpad too (you may want to comment out the synclient line from autostart).
Bonus; GUI GTK2 theme editing on-the-fly color-picker-widget-thingy.

I tried mate-power-manager as well (shown in the first scrot), but our xfce4-power-manager backport seems better to me.
For OOTB pulse configuration and the ease of mate-control-panel's GUI, though? Oh, baby.

xfce4-power-manager does seem a bit fuller-featured than Mate's version.

I had played with some of Mate's stuff sometime past but somehow missed this. Thanks for the heads up. Of course, when it comes to the pulseaudio stuff, I am mostly interested in picking it apart and seeing how they put it all together.
