There isn't. GIMP is a raster image program, the Bezier curves that its Paths tool creates are never saved to vectors. And though you can import an SVG into GIMP, you can't export one.
Inkscape, like Adobe Illustrator, is a vector image editor.
To quickly explain the difference for those who don't know, raster means pixels (squares). Making a jpg or png smaller is fine, but the original size of the image is as large as it can get without getting blurry. Take a 500x500px image, make it a 1000x1000px, blur central.
Vector/SVG (scalable vector graphic) is an XML text file that the computer interprets as an image. It's defined by maths (points, lines, curves, polygons) and therefore the computer can scale it as large as you want with no loss of resolution.
So although I exported the Empire poster as a png and it looks all swirly (because math curves), I could have exported it to any desktop size and it would have the same swirls. If you had a way to print it, you could make this poster building-sized and it wouldn't get any blurrier. That's how I took a 561x800px image and turned it into a 2122x3024px one.
To reduce the swirlyness just requires more bitmap traces, which also means more processing power and more time.

I have a rough idea of vector images, but comparing the two jpg's I just noticed that some of the noise had been ironed out of the original, hence thinking of Gimp filters. I forgot the main point which is that the svg can be blown up indefinitely! And that you were able to make it from such a small original image.
If you'd like to write a tutorial some day on how you did that with Inkscape, I for one would likely be very happy to make use of it. I sometimes have to hack together posters for our band and I'm not comfortable with Inkscape at all. Usually fudge something with Gimp.

I think the font *might* be the Ubuntu font, but they should be the same family, bold/normal and light. I can check later tonight, if you want (or if the Ubuntu font can't be used in official BL images).
Also note that the "graphical" logo is not made by me, it's an official BL SVG. But I believe you already knew that, it's probably made by either you or @johnraff, right?

To be honest, I haven't thought about that. I've only uploaded to Imgur. Maybe it would be better to upload to Deviant Art, because I believe then it will be covered by Creative Commons. I hadn't thought about licensing of the original photo, because I've never uploaded it anywhere else. I'd like for it to be included in the repos, but perhaps I should have a license before giving permission. Any tips?=)
