Forum user groups have been simplified

When searching for a forum user the drop-down list of forum groups contained some rather meaningless categories, "Senior Members", "High Forists" and "High Council". Users in those groups had no extra privileges compared with "Members" so they have now been merged. Nobody's permissions, title or anything else will have changed as a result.

The current forum groups are:

New Members (limited posting rights)
Members
Developers
Moderators
Administrators
Shadowbanned (read-only, cannot post)
AnonymizedUsers (deleted accounts)
