there is no such element in the toolbar settings.

Open the Thunar menu (Ctrl+m or click the "ugly" icon) the icon disappears. Cloase the menu, the icon appears. Different icon themes use firrefent "menu" icons, you might find one you like.
Otherwise, if you want the Thunar menu hidden and don't want the icon, you'll have to hack the icon theme. I'll take a look and see if I can figure out what it is in Papirus...
I don't care what you do at home. Would you care to explain?

^ Well, I think it's overflow.menu.svg in the actions folders of Papirus-dark. To fully test, I'd..
- Copy the folders Papirus and Papirus Dark from /usr/share/icons to !/.icons (create that hidden folder if it doesn't exist)
- Uninstall papirus-icon-theme and bunsen-papirus-icon-theme
- Open all the action folders in Papirus-dark and rename all overflow.menu.svg icons to overflow.menu.svg.bak
- Create symlinks to some other Papirus-dark icon you like, place them in the action folders and rename them to overflow.menu.svg
- Set your icon theme in "Appearance" to Papirus-dark
- Logout and back in
Of course, you might do all that and it turns out that's not the right icon. But reverting is as simple as reinstalling the papirus packages and deleting the Papirus fodlers in ~/.icons
