Kodi 19.1 choppy playback

I am trying to play a video which has H264 avc1 codec 624x354 resolution mpeg aac audio from my dlna server.
Kodi not able to play it hardware acceleration on off dont make any different.
Same machine same file plays from the same dlna server perfectly if i play it with vlc media player. Whats wrong with Kodi codec missing? Some told me the 18 series Kodi would play the file but then i would loose my Disney+ plugin with the downgrade.
So what i a missing?
Anyone experienced this?
