From Debian Bullseye, exo-open will be relatively useless to us because the preferred applications framework that it refers to is moved to a big XFCE config package that we don't ship in BL.

What if something that uses exo-open and looks for it and should we then install that XFCE package once we upgrade to Beryllium and would that package cause issues with BL?

exo-open will continue to be on the system because Thunar depends on exo-utils which provides it. The problem is that it's no longer useful. exo-preferred-applications which used to be in exo-utils has been replaced by xfce4-mime-helper in xfce4-settings, so eg 'exo-open --launch TerminalEmulator' is broken without xfce4-settings. That's a big package which would indeed likely cause issues on BL.
BTW the Debian info on these packages (file-lists and the like) is not yet 100% up to date.
