The session manager it wants is xfce4-session, but I think that's a warning that can be ignored.

But why those two don't start I don't know. I have to go now, or I'd try it on my VM.

That package died with buster, it's not in bullseye and it's not in sid except for one version for an obscure architecture.

On a Beryllium (ie Bullseye) VM, xfce4-panel installed and ran OK. It did spew out a screenful of warnings, but nothing unexpected. The same as you had @hhh basically:
