The Debian Handbook has been updated for Debian 10.

Better late than never as we say… thanks to the work of Daniel Leidert and Jorge Maldonado Ventura, we managed to complete the update of my book for Debian 10 Buster.

You can get the electronic version on debian-handbook.info or the paperback version on lulu.com. Or you can just read it online.

It is a pity that deb package debian-handbook still is on version 8.2.

The package will get updated soon, I'm sure. Raphaël Hertzog is the man, one of the best developers Debian has, IMO. Kali Linux developer and Debian Live maintainer for quite a while too, IIRC. Read the handbook online here...

I was following his blog for a while - it used to be full of useful hints for package maintainers, but lately it's not been interesting (to me). The good stuff is still there in the archives though.

Yes, now it's basic reports of his contributions to Debian, which are impressive, but package manager for Kali Linux is his main focus ATM, I think...
