I ran "dpkg-reconfigure keyboard-configuration" in order to configure my layouts and compose/temporary switch keys, and it appears that the keys I select no longer work for anything other than that. For example, if I set my right alt key as a compose key, it only works as a compose key, and I cannot use it for alt-tab, or alt-caps lock to change my layout, etc. The issue also expands to other keys if I set them as such.
However, this is not a problem on my other device where I went through the same procedure, so I am not quite sure what is causing this.

Sorry, it appears there was no issue in the first place. Setting keys as special makes them work like this, so what i did was run the following command: "setxkbmap -layout us,ro,ru -option grp:alt_caps_toggle lv3:menu_switch" and add it to autostart. This way I get my 3 keyboard layouts, switch between them with alt + caps lock and have the level 3 key set to menu (which disables its primary menu function).
