Passing Thunar preferences to other file dialog boxes

In Thunar, it is possible to set the date/time format for files using Edit -> Preferences... ->Date -> Format:
However, the preferences set here are not common to other file dialogs, which I presume Thunar does not manage (that would be openbox?).

For example, the date format settings in Thunar:

do not correspond to those seen when opening a file in Geany:

Is it possible to set a date format setting that is propagated to all UI handlers?

Some apps make their own file-open dialogs, but I think it's usually handled by GTK. I don't know if Thunar talks to GTK when changing the date format. Have you tried reloading GTK? The easiest way would be to log out and back in.

I think you may be correct @johnraff, but unfortunately, in the sense that Thunar does not talk to  GTK.  I wouldn't expect it to really, as that could constitute as a cross-application security vulnerability.  Instead, it would be prudent to make the configurations at the highest level (GTK itself?) and allow it to propogate down to those apps that inherit from it.  The trouble is don't know how to do that, if at all possible.

But it should be configurable for both Thunar and the GTK filechooser dialog, to make them display the date in the same way.
