My laptop always goes to sleep when i close the lid when i chose switch off display or lock screen in power manager settings.
Any suggestions ?

Some laptops have the controlling settings for that in BIOS, in such cases the BIOS settings sometimes take precedence over what's set in the operating system.
Worth checking.

xfce4-power-manager failed me and I changed it, now it works fine, xubuntu also changed it to mate-power-manager.

you should definitely look at power-manager settings, and what you can change there.

xfce4-power-manager failed me and I changed it, now it works fine
sounds like voodoo to me. i think it would be better to actually solve the problem, instead of throwing chicken bones at it.
xubuntu also changed it to mate-power-manager.
certainly not on my Xubuntu 18.04.
can you show me where and when that happened?

I did not have xubuntu installed and I checked it in a virtual machine. I was wrong. In any case, it did not work well for me and the mate-power-manager did.

That is the power manager daemon. You need to run mate-power-preferences for the graphical settings panel.

i opened graphical setting panel and chose blank screen and do nothing but still the same behavior .
should i remove xfce4-power-manager ?! may be it causes conflict .

You should only be running one of them. Uninstall or disable as you want. (Don't forget to disable if it is autostarted)
/usr/lib/x86_64-linux-gnu/openbox-xdg-autostart --list

sudo nano /etc/systemd/logind.conf
Change the line
#HandleLidSwitch=suspend
to
HandleLidSwitch=ignore
Then do
sudo systemctl restart systemd-logind
-EDIT- and ignore any comments from @B_B about systemd!
