hi just translate by yourself the menu
in preference / openbox / menu editor or edit menu.xml you can translate the items

It might, if Bunsen used the dynamic menu Debian now ship with openbox in Buster by default if you don't specify norecs, but regardless of language selected, users will get the static menu defined in bunsen's skel & copied to $home by the user-setup script, so far as I'm aware that ships in English, English, or if you're lucky & specify it English.

While the BunsenLabs openbox menu is English only, till the (probably far-off) day when we ship other language versions, other GTK apps like Thunar usually come with a fairly complete set of translated interfaces.
Install the locale(s) you want to use:
sudo dpkg-reconfigure locales
and the LightDM login window should offer a choice in the menu at the top right. If you log in with a Russian locale then I would expect Thunar to appear in Russian.
Some bigger apps like Libreoffice or Firefox might require you to install a specific language pack too.
