Keyboard layout at startup crypt prompt

Running the bl-welcome script sets the keyboard layout for decrypting the disk at startup to the one I selected with

dpkg-reconfigure keyboard-configuration

(which is what I want)
I would be interested to learn how the script does that.

I was suspecting either apt-get update or apt-get upgrade and I think I accidentally switched the start up layout back when I ran these two while having temporarily set the keyboard layout to something else. However I was then unable to switch it once more with update and upgrade.
