volumeicon is the runner-up where memory usage is concerned! Only Xorg needs more.
That is a surprise to me!
All panel applets are hogs, volti and clipit are the first programs I uninstall from BL. nm-applet uses 26MB (wicd uses the same, as does thunar-daemon), but it's too convenient on a laptop for me to remove it.

Have you tried the ncurses app for network manager - nmtui I think. Similar interface to ceni, should save you some memory.

Honestly, though, if 26MB of memory usage is a make-or-break factor, the hardware in question probably isn't suitable for Debian or any other modern Linux distro.

Peppermint 7, just released, running Live (32 bit). It uses Xfwm4, Nemo, Sakura and xfce4-appfinder and is built using Ubuntu xenial.
