Try an apt-update/upgrade now (make sure bookworm-backports is enabled).

Does xfce4-power-manager 4.18.1+bl12.iconpatch1-1 fix the icon?

Yes, ok here too now. The update did not do it for me, so I had to install it again, log out and back in before I was greeted with a white icon. There were a package missing that the upgrade did not pull in.
