What about imgbb, it seems to have the required hotlinking? The thumbnail is not the greatest though.

Now im having issues in wttr.in with the character symbols displaying as a square too, moon works but sun and clouds not happening.

You're welcome. It's what the Conky users live on.
It's the same with my distributions. Sometimes the formatting of the characters works, sometimes not...

May I recommend that next month's OP suggests scrot.cloud or postimg.org like we had done with scrot.moe before, of course with updated instructions?
I'd suggest postimg.org. It provides a nice thumbnail, allows hot-linking the full-sized image, as I did with my last scrot, and you can post without creating an account...

xfce4-screenshooter does as well, but AFAICS only as anonymous user.
If you want auto-uploading with scrot, try these YAD dialog scripts:
ImgBB Screenshooter script for BL
Imgur screenshooter script for BL
BBCode is displayed for copy/paste, and they can be done as anon user, or to an account (with an option to register for first-time user).

Are the rules still just thumbnail with constraints on the forum pointing to a destination or is the destination now being moderated? Chevereto based sites are good for reviewing with phones, imgur is good on the desktop. There really isn't one that does both. If the new rules are thumbnail points to whatever.png/.jpg then I'll start doing that.

"Rules" are the same they have always been
Do not embed images larger than 250x250px into posts, use thumbnails linking to a hosted image instead.
That said, larger images but with a small file size are generally OK. The main concern is for those users with poor internet connection or restricted data allowance.

No, the rule has been that you should post a thumbnail or else a moderator will edit or remove the image because it's too large (but still leave the link). Where it links to has always been up to the user. We've only made recommendations to hosting services before, and that was almost exclusively to scrot.moe in the OP of each thread since @mrneilypops started that service. And instructions for hot-linking to the full image have never been prominently displayed in the OP.
This will be the first time we recommend something other than scrot.moe since way, way back, if we decide to recommend a host or two.

@S11 flameshot is available in Stretch-backports, Buster and above:
