It is not solved.  UEFI which was written in co-op with Microsoft is a huge headache.  I have been building Operating Systems since 2006.

Those 12.73 TiB drives are actually what the industry calls 14TB drives X 4, enterprise at that (cost me over $1,000).  Google "WUH721414ALE604"  I move data at the speed of light. Yes, they are raided.  Almost every thing in both systems are.  I am going to give you an example:
ID-8: /dev/sdd type: USB vendor: HP model: MB012000GWDFE size: 21.83 TiB  Google "MB012000GWDFE" a 12 TB drive, why is it 21.83 TiB? Raided 0 X 2 12TB enterprise drives in a hardware USB cabinet, thank you USB 3.2.  10 Gigabit each and every one.  The 4 X 14's I can saturate a NVME drive at 56TB.  Think about that.

I wonder what a 56TB NVME would cost me?  I can promise you more then $1,000.00

I've recently encountered a similar issue to that in the OP. I edited the grub config file so the the system would boot into whichever the previous OS was, instead of the same default one every time. I used sudo update-grub to update this but on rebooting nothing had changed. I've done this plenty of time before so I know it works.
I have another Bunsenlabs installation on the system and modifying grub worked from that, so it doesn't seem to be the hardware. (it could be done from a live system too probably)

Obviously this worked fine on install (the kernel was 4.19.0-6) and now the kernel is 4.19.0-16. The kernel of the OS that successfully updated grub is 4.19.0.9 (32bit)

ETA: on further investigation it seems that grub menus update ok, it's just this particular option doesn't work, which I activate by adding:

GRUB_DEFAULT=saved
GRUB_SAVEDEFAULT=true

to /etc/default/grub
