Certainly looks that way at the moment
I'm a bit perplexed because the virtual machines in the openSUSE build repository should fail the build if the dependencies can't be satisfied.
Up 'til now I have just been dragging & dropping files to build the packages and it looks like I will have to actually roll my metaphorical sleeves up and do the job properly in some containers.
