Windows 98 did this to me once, many years ago. Matisse everywhere.  yikes
I forget what incantation restored sanity, but you can replicate this on your own desktop if you want by editing .config/fontconfig/fonts.conf and replacing the fonts in the <family>fontname</family> sections with 'Matisse ITC'.

I've no idea - weird it certainly was.
I think the fix had something to do with triggering a font reconfigure, but I haven't thought about Windows since the beginning of this century.

My latest incarnation of the Bunsenlabs desktop. I like the minimal bar conky as i can position my browser just so i can see it and the tint2 panel, modified damos tint2 a little bit as well.

On my first very underpowered laptop (140MHz, 16MB) occasionally W98 would just freak out and go into a totally psychedelic rehash of the desktop for a while till it got its wits back together. Pity I haven't got a scrot of it.

for years I'd be searching for tintimage, tonimage so one day I just stared at it after damo reminded me ...

Word association, that's what I'll do  ...
OK, I keep things in tins, screws, nails, etc. and
I see them with my eyes ... OK I got it. tineye RIGHT!

WRONG!
Next time I went looking I couldn't figure out why tincan didn't work ... then it hit, right between the lookers: tineye - laughed so hard calling myself a dummy I've never forgotten since.

Playing around with buttons in tint2 using custom icons downloaded from the net.

New font called Trench being used in conky and tint2 clock.
